Reporting a business to the BBB to get a refund?

You can as long as there is a business agreement or contract. You need to bring proof to the BBB. It's important to note that the BBB will not guarantee you a refund, if the company does not respond a complaint will stay on their BBB record. Many companies don't want this and will do what they can to resolve the situation, but the company can contest the complaint and win.

I've contacted the BBB twice over problems with companies and had evidence to back me up. Both times I was successful in getting the companies to respond.

No that is NOT the BBB's jobs.
if you think the job is a scam then the onus is entirely on you whether you decide to take the job or not.
It is YOUR responsibility to decide if you think the job is legit or not.

The fact that you even have to ask, tells me that you know it is a scam but you just do not want to accept the responsibiility for taking the scam job.

Okay, there is this job that I saw where a company hires people to make trinkets for their little town store. If I send them the items and they don't pay me could I report them to the BBB and get a refund? I want to do it because it's a nice little amount for so little work, but I don't want to put in the work if I won't get paid.
