Replacing a tank on a 1982 Honda CM450?

My neighbor is moving out of his house and into an apartment, and may sell me the bike I learned on, his '82 Honda CM450. It runs well but has some cosmetic defects. The bike was given to him free, but he and his son spent some money on parts, so I think I'll get in for a reasonable price. His son dropped it when he was learning, and who knows if it was dropped before they got it. But his son tells me I might be able to pick it up for the cost of the parts alone, so maybe $300.

The gas tank is dented just a bit, and the paint flaked away from the dent. Looking in the tank this summer, I noticed that it appeared to have some rust in the tank too, but I didn't see any loose particles in the tank. Is there a way to tell if the tank has been lined already? I am assuming that I could also check out the fuel filter and look for particles in there too, but I don't currently have access to the bike.

Anyway, I know nothing about repairing bikes, and just a bit about riding them. I have heard of replacing the tank with a fiberglass one, but I haven't found any websites that have them. Any tips for a replacement option? Or is it possible to have the ding removed?

Oh, one more question. Can rust be removed from chromed and steel pieces without replacing them?
