Repairing leather on backpacking boots?

UY! What's up with these boots. I bought a pair of Italian leather backpacking boots, and while the leather on the inside is high-quality kidskin, the external leather appears to be...you'll laugh at this...bonded leather!!! No, I'm not kidding.

I began by slathering these with several treatments of oil, to no avail. These now have the scuffed look all over that actually looks crumbly. Is there anything that can repair this? If not, is there a way to replace the external leather? (The design is excellent, they are very comfortable, proper Vibram soles, and the kidskin is very good-I'd love to get a proper return on the investment.) Any ideas?
