Reliable online retailers for unlocked phones?

I plan on getting a prepaid phone plan , so I need an unlocked phone.
I would like to compile a list of online retailers that sell unlocked phones because I do not want to deal with ebay fraud. Or is there a better way to get a good phone like a RAZR if I get prepaid?

why not just get a phone you like and before you buy it find a local store that unlocks phones and ask if they can . . . .
