Regulations for a financial institution to confirm that the credit applicant is who

they say they are.? Okay, if your identity has already been compromised, are there any regulations, laws, safeguards, etc., that -for instance- a car dealership would need to follow in an attempt to verify that the person who is applying for credit is who they say they are?

Example - Jane Doe has her identity stolen by John Smith. John Smith applies for a car loan using Jane Doe's info. Is the car dealership required to confirm that the applicant has utilized his information and not somebody else's. (i.e. review a drivers license or other form of identification)

Additional information: If State law applies, it's Texas. This application may have been taken over the phone.
