Regarding wet-on-wet painting method?

After putting in the sky and sea in acrylic paint (and waiting for that to dry) I want to proceed in oils. Do I need to put a layer of liquid clear over the whole painting after the acrylic part? I'm new to this so am guessing that I'll need to start with a wet canvass from this stage rather than the very beginning as I would need to do if using oils from the start.

Also, I'm having trouble with clouds. They look lumpy and awkward shapes (not very realistic) and I'm not sure if I need thinner paint for this or a different brush. I've tried a fan brush and a one inch flat brush but to no avail. I'm wondering if a stippling brush (the kind kids use when using stencils - would that work do you think or do you have any other suggestions? I'd be grateful for any helpful hints on this.
