Regarding Merchandise

What factors, if any, determine whether or not an animated program will have merchandise based upon it? You see, I recently read this news article that talked about how “Skunk Fu!” will be having a toy line released in the United States. Now, I love “Skunk Fu!” and I think it’s a great animated program, but it just seems odd that it has merchandise while so many other animated programs have gone without merchandise. I don’t believe “Skunk Fu!” is dominating the ratings, either, so I don’t believe the numbers alone dictate which animated programs will have merchandise and which animated programs won’t.

I think that it has something to do with the creators of a show. I know that Ed Edd n Eddy got good enough ratings for tons of merchandise but the creator didn't want any.
 
Is that so? I was under the impression that the networks made the final decision when it came to such things, as they owned the rights. Regardless, I did see several video games for that series, so some merchandise was indeed created despite the creator?s wishes.
