Recently i came to know that salaries in uae is hiked by 11.4% from this month?

one of my friend got selected in a company in dubai 2 months ago,he signed a bond for 2 years with basic salary 5000dhms,his date of joining is 25th november 2008,is his salary will increase.please reply me soon.
I appreciate and thanks in advance to whoever answer this question
