What are the reasons the United States government announced a policy of neutrality at the outbreak of the war in Europe in 1914, as well as the difficulties the U.S. had in maintaining such a policy prior to its entry into the war in 1917. What do you think the outcome of the Great War would have been if the U.S. did not get involved?
