really dry palms and chapped lips!! help!?

this has happened before and its gone away but it drives me NUTS... my palms are getting so dry the skin is acttually peeling all over!! whener i was them the dryness reapppers in a minute! its horrible. my lips are also chapped too. what could be causing this? i'm also getting over a cold, and its pretty cold outside too
