Reactivate a beltminder in a Chrysler PT Cruiser?

I have found tons of info on how to deactivate the beltminder, but how do you reactivate one? Someone along the line disconnected the minder, but for safety reasons and concerns of a ticket I want to know how to reactivate it because without it I completely forget about having a seatbelt and I hope to sell the car in the future so id like all features to work upon sale, the only thing I did find didnt work properly, it was saying wait for the light to go on an off, but I couldnt get this to happen wether the car was in park or drive, so a tip or anything would greatly help.
