Re-Training an Indoor/Outdoor Cat?

This morning we got a visit from animal control stating that some neighbors complained one of our cats is defecating in their yard. (Though, it's funny that there are at least 15 pet cats that are outdoor cats in the neighborhood and ours was targeted.) We do keep a litter box and it's always clean for the cats to use, but they choose not to. My family and I cannot afford to pay the fines associated with further complaints.

The cat is 7 1/2 years old and has a very wild side to him: he likes to stalk, hunt, run around, and everything else associated with being outside. I have tried to keep him in before after he received an injury, but he became very depressed and vicious when cooped up. I have an enormous array of toys for him to choose from and try to play with him often, but it doesn't seem to help. Does anyone have any tips on how to transition him to an indoor lifestyle or leash training?
