According to the hadith the prophet Muhammad (saw) allowed the killing of woman and children during nocturnal attacks (night raids) :- [Sahih Muslim 19:4321]

Its reported that in the Seige of taif the prophet Muhammad (saw) used Ballistics (catapults) against the enemy.
Sheikh Al Shuaybi says that the prophet muhammad therfore aknowledged that non combatants may be killed.

(Note: Their are hadith where the prophet forbade killing woman and children...but some scholars say he didnt forbid it because they can not fight....but because they can be taken as slaves and be of use)
?Shayk ul Islam Ibn Taymiyaah says (book, The Religious and Moral Doctrine On Jihad):
Some [jurists] are of the opinion that all of them may be killed, on the mere ground that they are unbelievers, but they make an exception for women and children since they constitute "property for Muslims".

Ghazali said: "Kitab al-wagiz fi fiqh madhab al-Imam al-Safi'i":
"One must go on jihad [i.e., warlike razzias or raids] at least once a year...One may use a catapult against them [non-Muslims] when they are in a fortress, even if among them are women and children.. One may set fire to them and/or drown them...If a person of the ahl al-kitab [People of the Book] is enslaved, his marriage is [automatically] revoked...One may cut down their trees "
