Rain causes car problems in 94 toyota 4runner?

so it starts up fine, but it seems to sputter whenever its raining out and we hit like 20+ mph. it continues to sputter for maybe a mile or three then begins to run a little more evenly. The exception to this is when its pouring down rain. a light rain or heavy humidity can mess with it a little, but a few minutes of cautious driving seems to fix it? is this caused by water splashing up onto faulty secondary ignition parts and if so why does the heavy humidity/light rain set it off as well? i would think the heat from the engine would boil off any moisture before it became an issue....
