Radiator fan won't turn on a Toyota Starlet 1985?

Ok.
1) I started the car when it was cold, the upper radiator pipe heats up, lower remains cold, when car reaches operating temperature the lower pipe also heats up, so I assume the thermostat opens.
2) In the fuse box under the bonnet, I tested the fan fuse for continuity and its ok.
3) Next to the fan there is a round shape thing also marked as "Fan", the diagram shows it contains a switch whose normal position is 'short', and it was short when I tested with multimeter. On the same round thing there is a diagram of a resistor and I check with multimeter it is 63 ohms, I assume that round thing, (probably a relay?) also works.
4) There is a sensor or switch like thing with one cable, that comes out of thermostat housing is probably a switch or coolant temperature sensor. I don't know how to check that thing? but when I disconnect its wire, the fan starts running at all temperatures.
Any idea what's wrong? btw its a 1985 Toyota Starlet 1.0L 12V 1E engine.
