radiator fan problem on a 91 honda civic hatch, please help!!!?

ok, well my honda has been sitting in my drive way for bout a couple of weeks now. i just replaced the battery not to long ago. and then today when i started it, it ran perfect, so i decided to take it around for 5 mins or so. when i got back, i noticed a smell, so i popd the hood and started it again, to see where it was comming from, then i checkd the radiator and BOTH fans were not working at all! i checked the fuzes and all of them seemed to be ok. whats the problem?!? please tell me what to do.

and yes it does have radiator fluid.

I think you will find a circuit breaker or relay for the radiator fans under the hood. If that is alright then you will have to get someone to jump the fans to make sure they are in operating condition and check the sending unit in the block for the electric fan.
