Raccoon and a fish pond? Or nasty neighbors?

My wife and I moved into a house a few months ago that has a small pond in the yard. I built a little waterfall feature, bought a pump and we've been enjoying the sound of water trickling for a few months now. However for the third time this week, the pump has been completely taken out of the pond! The first two times the pump was left attached to the hosing and placed on the rocks surrounding the waterfall. Last night the pump was disconnected from the hosing ( with a removed or broken zip-tie ), and on the deck about 6 feet from the pond.
Initially we thought that a neighbor was climbing the fence and removing the pump because they didn't like the sound of water at night. Last night I booby trapped the fence in case somebody came over, but the traps weren't sprung. Now we're wondering if the Raccoons we see in our yard so often are capable of reaching into 36" of water and pulling the pump out?? Why would they do this?
