...assistance than minority groups? Can't they just say they're "Hispanic"? There are a lot of people from Latin America with non-Spanish last names.
Because most native Spanish speakers in The United States are from Latin America and most people from there are mixed, not "Pure White". At least that's what I understand. Though, there are a lot of "White" people with Native American ancestry. Beats me, really.
