expect from Presidents? What exactly do you expect Current and future Presidents to do? Kiss OPEC Butts? Or dismantle OPEC? They and oilco's benefit from the current situation! And get this through your heads- its not about expanding old or building new refineries! The roblem of dependence on foriegn oil is bigger than such simple(stupid) solutions!
