Questions on the Net Neutrality Bill passed by the House?

Talking about the bill passed today by the house. Would this bill give Internet Service providers the ability to determine what customers could access on the internet? and thus charge different amounts to see different material?
 
The bill passed OVERTURNS the net neutrality rules put out by the FCC in December. Those rules would have done things like that. Now it won't happen.
