Questions about Koodo phone bill for the INQ phone. Regards "Data Usage".?

Ok, so we have a phone from Koo-do, and every month there is a charge on the bill that says "Data Usage". The charges usually are around 3 to 8 dollars. The phone has unlimited messaging and picture messaging too. Didn't go over in minutes.

The bill also has another "data usage" space, but it is seen as free.

Any help would be appreciated :)
