I'm asking this question for my friend, he has a 2003 dodge stratus SXT coupe with a 2.4L motor. He did poor maintenance on it oil changes ect. 6 months ago it turned off while on the interstate, found out by a mechanic the oil pump had locked? Anyway he had another person replace the oil pump and oil gasket, he also replaced the timing belt and a new battery, oil change, oil filter. The car did not start, what could be wrong here? It was sitting for 6 months but he replaced what I mentioned above and new battery, what could be wrong.

No it does not turn over
only the radio and headlights/ tail lights turn on, it has a new battery, yes the person is mechanically inclined.
