Question about writing a prisoner?

I have a friend that has been writing a prisoner and has fallen in love. She has never meet him and he's planning on moving in with her when he gets out in a year. I think it's great that the two have such a connection. I'm not judging her on her decision but wouldn't it be best for them to meet before making such a big step? Is it possible to fall in love with someone you haven't met?
