Question about the Name of Show

Some friends of mine were talking about Rocky And Bullwinkle and one of them mentioned a show they used to watch that had a loch ness monster type of creature in it. I have tried searching for the name of show like this and have come up with nothing. So I thought what better place to ask then here.

Sorry for being pretty vague in the description but that's all I have to go on.
Any help is appreciated thanks.

Could the show be Beany and Cecil?

Beany and Cecil ran from 1959 to 1962, and the reruns were syndicated for many years afterward. It was a cartoon about a young boy named Beany (voice of Mel Blanc and later Daws Butler) and his pal Cecil the Seasick Sea Serpent (voice of Stan Freberg). It was done by Bob Clampett Productions, with most of the episodes directed by Clampett (and some others directed and/or written by Ralph Bakshi). Like Rocky and Bullwinkle, the show included a lot of satire and pop-culture puns and, like Jay Ward's productions, featured a lot of radio actors who later went on to become regulars at Hanna-Barbera. Besides Blanc, Butler and Freberg, the voice actors included Jackson Beck, Scatman Crothers, Paul Frees, Jim Mercer, Don Messick, Mae Questel, and Arnold Stang.

The show was also briefly revived on ABC's Saturday Morning Lineup in the mid-80's, but it didn't fare well, and was gone after only a few weeks I believe.

Beany & Cecil originated as a live action puppet show titled Time for Beany. Both series were created by Bob Clampett, not Jay Ward (Rocky & Bullwinkle's creator).

Although I prefer the "Beany and Cecil" answer myself my fundamental cartoon nerdishness must mention a 1984 British cartoon show that featured "The Family-Ness", a family of sea serpents.
