Question about the ACT, should I retake the writing portion or not?

I took the ACT last year and got a 21 over all, but a 11 out of 12 on the writing part. The college I want to attend requires that I take the writing portion, and preferrs a 24 at least for an over all score. So if I retake the ACT this January, can I choose not to take the writing portion, and keep my 11/12, or will it cancel out my old score as well?
