Question about tests in online college courses?

I am taking two online courses currently for the summer. One of the courses is giving me so much trouble. The reason I am having trouble is that the professor tells us what to read for each test. So I study the chapters he assigns. Then when I take the tests on Blackboard, like two to three questions actually deal with the assigned chapters while the rest (usually twenty+ questions) deal with material and essays that the professor NEVER mentioned anywhere. The tests are on a time-limit so there is not enough time to try to even skim through the essays on the test by searching them up during the test.

I got in contact with the professor. And his solution? He mails me a random packet that talks about how grades are not important. Which, as you can most likely guess, does not help me at all. Seeing as how the only way I can stay in school is if I keep my GPA up for my scholarships, I think it's safe to say that grades ARE important.

So any ideas on what I should do? I am studying my butt off and it seems so pointless since the material that the test questions cover pretty much end up having nothing to do with assigned material. It's actually starting to affect the other course I am taking because I have not been able to devote much time to it.
