Question about Spore civilization stage- economic city?

I don't know of any way. But if you simply want your race to enter the space age as economic, simply balance yourself between taking a city through the use of an army and the use of religious take-overs. You can do this by taking a military city and building a military from there.
 
I have a file in Spore that I would like to keep, but I have a problem with it. I wanted to be economic after having started out as religious, but there are no economic cities to take over. Since the scale puts economic at one end and not the middle, I don't know of any ways to shift status without an economic city. I have tried not saving and starting the civilization stage over, but I got an identical set-up. Anyone know how to fix this without deleting my file?
