Question about sick fish & fish meds?

I have a platy who has some kind of weird thing going on w/ his tail fin. It started back at the begining of August when a piece of his tail was bitten off by a bully fish (that I've gotten rid of). His tail has some kind of fin rot or fungus. It's not ragged but it appears to shed slime and is receding some. He still has 75% of his tail but it is not normal. Over the last 3 months I've tried a number of meds. I first tried a 7 day dose of melafix. Then I tried a 4 day dose of tc tetracycline. Then I did a 14 day dose of melafix. Of course, these were not all in a row they were spaced out over 3 months. After the last 14 days w/ melafix his tail looked good and appeared to be growing back some. I did the water change as directed and for a week all was good. Then I did the next weekly water change and the next day noticed the slimy stuff and lighter color on the edges was back. So I started a 7 day cycle w/ both melafix & pimafix. I decided to try both since I'm not sure if its bacterial or fungal. I've been doing this for 3 days and no real change. I just ordered and got some maracyn plus. I heard this stuff is really good. Should I stop the melafix & pimafix and use the maracyn plus instead? Also should I do a water change & put carbon back in and wait to start the maracyn plus? Will the different meds interacting be an issue? Also, I have been treating my whole tank (12g w/ 4 platies & 4 rasboras) since I think it may be too stressful to move the sick fish since he's a real nervous, stressed, shy fish normally. Will the maracyn plus be ok for the other fish too?
I also read the directions for the maracyn plus and it says to maintain normal filtration and air. So does that mean to leave the carbon in? It also says to treat on day 1,3 & 5 so then would it be ok to do a water change on day 7 (which would be the normal w/c day)? Sorry so many questions but I've never had to use the meds before. Thanks for the help.
