question about "rooting" my htc aria?

so i have an htc aria rite now. it is unlocked does it mean that i can use the phone without having att charging me for the data plan? another question is rooting my phone like jailbreaking it does it mean i can download apps and use the internet and if i root my phone would i still have to pay for the data plan from att?
