Question about post civil war and the souths reconstruction period.?

While the North won the Civil war, The south won postwar peace. What are some reasons for the souths success and congressional failures?

I really don't understand the question. I don't understand how south "won" postwar peace when there was so much violence in the south after the civil war.

Any help would be greatly appreciated.
