Question about paying someone commission to help me with my business?

Hi...
I'm about to start my online advertising business, and all of a sudden I landed a job. I've been working on this project (my business details) for a few years now, and am ready to launch it "yesterday" (so to speak). But I'm not willing to give up my job anytime soon for obvious economic reasons.
I'm thinking of asking a friend/acquaintance of mine to help me, and because of "her" economic situation, I really think she'll jump on it. But I'm not sure how much to pay her, altho I do know that I'm steering toward strictly commission.
What she'll be doing is going to businesses [of a particular industry/category] and signing them up for a contract to advertise thru us/me for a MUCH lesser fee than they are already paying to advertise in neighborhood latin magazines. Plus, I've already had a business analyst look at my idea and "it's a sure deal".
The contracts we came up with are $150 for 6 months of advertising, and $250 for a full year.
Q1: How much would be fair to offer her for commission on each closed contract?
Q2: Should I worry about her gasoline expenses, or is that something she can handle herself and cash in on tax seasons?
Q3: Are there legalities I (or she) have to go thru in order to pay her [commission only]?
Note: I am going to file for a fictitious business name on Monday, and I've already opened a business bank account with the business name I'll be using.
