question about my fish tank, bubbles on surface of water??? read carefully please :)?

Right, I've had a few guppy deaths in the past month and a half (3) and I just went to my fish tank, because I hadn't seen my most active guppy swimming around today. I was gutted, he was at the bottom on his back. and it looked like he had no tail. it just had a few strims of tail coming out.

I am debating that my new Male siamese fighter (betta) fish done this, as none have looked like this before. and my tank is in very good condition. so I only have 3 neon tetra's. a guppy and a siamese fighter fish left. :/

anyway. what I am asking is, why are there bubbles on the surface of ym water since I got a siamese fighter, I have had him about 3 days or so. and suddenly there are quite a few bubbles on the surface. I have heard this is him makeing a "nest" or something. is this true?

I also think my remaining guppy is dying yoo. hes at the bottom, not moving very much and he is yellow with black spots. and the yellow on him, he looks a bit "off colour" like slightly darker?

and I am giving up on fish after all these have gone. as they cant go vets really, I wont know causes of deaths etc...

I really like fish, they are beautful animals. today I will clean my tank again. shall I get any treatment for fin rot too???
he also has his head like on the surface too.
