Question about my betta fish?

I've only had my betta fish for a few days, but today I noticed he has this stuff on him. I don't know how to explain it. It kind of looks like mold or dust on his side. He swims kind of tilted on his side but only a little bit.

Does anyone know what that stuff could be? Why it's there? and how can i fix/help it?

it could be velvet. a very dangerous disease. but this is only if u can see like scales that look so-called 'rusty'

do u have aquarium salt? if u do, add a teaspoon of aquarium salt to his tank/bowl. speaking of tanks and bowls, which one does he live in? he should be living in a proper heated and filtered tank, at least 2.5 gallons minimum.
