We should tax the parents of low-scoring children. That way, parents will be encourage to motivate their kids which I think there is a lack of today.

I believe that all kids can learn in any way they want. It just depends on the influences and the way their parents treat them (parents have a big influence).
However, I haven't seen any genetic IQ data myself, so cant say.
