Question about financial aid/pell grants?

I recently switched schools & i started in september. of course I have got everything in ; loans, grants, financial aid etc. done before I started, i am eligible for pell grants & they told me this in september, & said it was only a few weeks it took too come back, so since then i am waiting and waiting and waiting for my award letter for how much ill get, i get so sick of waiting i called the aid office of the people who are suppose to certify the paper work ( the signed proof of the income taxes paper) so in november i call they say they closed my file SMH so they reopened it & they say i have ALL of my paperwork but whoever is in charge has not certified it yet & they keep sending it over for them to do that but it isnt going through like come on now i want to buy extra books & put some away for a car i am getting so frustrated & stressed out. this pell can help alot. does anyone know how or why it is doing this? thanks in advance.
