Question about dry coat(?)...?

Hello!

I have a 6 month old Yorkie/Maltese mix, which everyone confuses with poodle mixed due to his hair being really curly at times. My question is about his coat, I notice that certain parts around his head and chest seem very soft and have a bit of silky look to it. But on other parts like his back, it looks much more dry and can sometimes look "dull" (Don't know what other word to use, but it's more of a dry frizzy type of look).

I bathe him at home, it is hard for me to wash his head or his face since he still gets a bit afraid of being in the bath so I try to avoid those areas except for cleaning under his eyes.

I see other puppies who are of the same cross breed who do have a silky coat all around, and of course due to both Maltese and Yorkie I know what the coat should look like.

Any products or tips on why his coat may be dry in such parts?

This is a picture of him when he was around 8 weeks old, it's old compared to all the hair and growth he has now but I thought I'd put it up just in case.
