Question about college semester hours, quarter hours, and credits at FSU?

I am planning on going to Florida State University in the fall and am having a bit of trouble understanding some of the things. The problem is that I received the Florida Bright Futures scholarship which covers 75% of my tuition... or so I thought. I just got an email today saying that there were changes made to the scholarship (probably because of the economical "crisis") and now instead of getting 75% of my tuition, I'm going to get a fixed amount of $95 per semester hour, or $65 per quarter hour. I can't find anywhere on the FSU website how much my classes cost, and I dont understand what a semester hour and a quarter hour is. Could anyone clarify this for me?
Also, the email says that if I were to drop a class, I would have to pay the full price of the class to Bright Futures... doesn't that mean I'm getting ripped off considering they are only paying $95, not the full price?!?!

Thanks in advance... Orientation didn't really help me understand much of the financial part of college.
