Question about cingular online 'call to' detail

So on the online information about minute details showing calls/incoming or outgoing/and call to what does the city mean on 'call to'?

Is it the city where the person I called is in at the moment or is it the city where the phone is registered?

Just trying to figure out if my friend is in the city I thought he was but can't tell because the city it showed is where his phone is registered with, sort of..
 
The "call to" number is based on the phone number you call. My daughter originally got her phone in Portland, OR but has since moved to CT. All calls to or from her show Portland as the city, even though she is in CT.
