Question about boyfriend's phone service(boost mobile)?

He has a boost mobile blackberry, and he often claims that his phone was dead or that he didn't have service after he misses a series of phone calls from me.

BUT when his phone is supposedly dead or without signal, it still rings. Most phone services that I know of will put you straight to voicemail if the person's phone is dead or lost signal, but his phone will ring as if he is just ignoring my calls and then it will go to voicemail.

So my question is do you know of any phone services where your phone rings when it's dead or out of signal?

i have verizon, and mine won't ring if it is dead or out of signal. problem with boost mobile is they have no cell sites of their own. if a site is full, boost (and metro pcs) calls are dropped until the cell site is freed up enough for that service to utilize it.
