Question about AT&T's phone The HTC pure?

See i am ready for an upgrade, I like that phone and everything, but online it says "requires a 30$ a month data package..." and a 2 year agreement like always.. i have a cheap data package but i don't NEED a 30 dollar a month package.. but i want the phone. So does that mean if I get the phone that I HAVE to have the required package..

also for those of you that have this phone, do you like it? is it worth it?
