Question about an old threaded mountain bike headset?

I've had an old bike before with a stiff, or screwed up headset I could never seem to adjust correctly. I never re packed it. I'm riding a 93 Fisher Super Caliber, and it has a 1/4 headset. I just broke down another bike for parts which was an old alum bike thinking i could use the front end off of it on my fisher. Only after completely removing everything, did i remember that the old fishers are 1 1/4 and everything else was 1 or 11/8. After getting the Tange-Gary Fisher headset off I noticed that it apears to be in perfect condition. I repacked it and put it back on, and it is still stiff. I played with it and adjusted it for a while, and it is better than it was, but still not right. I remember another bike's threaded headset giving me the same problem, but it was years ago and I cant remember fixing it if i even did. Do I need to buy a threadless 1/14 fork, headset, and stem, to get this bike back in action? can I simply buy another 1 1/4 threaded headset and use the gary fisher stem and fork? If so, will this happen again? What is the problem? The headset apears to be in perfect condition. Am i adjusting it wrong? Did I put the bearings in upside down or somthing? It is to the point that when you tighten the adjustable ring tight the fork locks, or is very stiff. When you loosen it the whole headset jars around. Again, I took it apart and it apears to be in perfect condition. What do I need to do?
 
Being a mechanic I understand your dilema, believe me I do but without being able to physically see what you have in front of me it is really hard to give you an idea of what your best course of action might be so I suggest that you take what you have and find your nearest shop and let them break it down for you. Looking for guarantees on future "what ifs" is pointless....have it looked at with a real pair of eyes and they wont charge you for an estimate and they may even show you what you did wrong (if anything) for free?! It is difficult for us on Y! A to really be specific , and correct muchless.
