Question about a male beta fish?

Okay, I am babysitting these two dogs, and they decided to bring their fish along too. I have never ever ever taken care of a fish before. So far so good, but today when I went to go feed him he started going crazy in his bowl.. like he was swimming so fast in circles he was smacking the sides.. and then he let out an air bubble. Is everythign ok with him? Also, there is a round brown rock looking thing at the bottom that was never there.. what could that be? The fish is like two inches big, but I feel so bad because the water is filthy.. they have had him for 3 months and have never changed it, and he is in litterally a cup that has like 2 cups of water in it. there is a lid with holes punched in it. I think its the cup that they purchased him in. Im getting worried, because I have never taken care of a fish, and i dont want him to die before they get back on the 1st. what should i do?
 
If you have some extra cash laying around go to your local pet store and buy a small kritter karrier... here's what it looks like...

buy the small $3 model, a small bottle of fresh water conditioner, and a small $2 packet of beta fish food..

fill the carrier with water (about the same temp of his current water), put in a drop or 2 of water conditioner (allow it to stand for 10 minutes), the drop in the fish. Hopefully he survives :)
 
Get to petsmart or petco or any pet shop NOW!ASAP!and get some pet supplies for this poor betta,he is dying and is under stress,he's been living in filthy water for 3 months,get him a 1/2 gallon fish bowl,some betta food,water conditioner and set up his new bowl and put him in there!man how can somebody does this to such a beautiful fish?some people are just so careless!
 
It's horrible that someone would treat an animal like that. Definitely go and grab a cheap container that's a bit larger for him (1/2 gallon? could even be a round vase you have around the house) and a small bottle of water conditioner ($3 normally at places like Walmart). Treat the water as the conditioner instructs, and move him as soon as possible into the new, clean water.
