Quesion regarding a motorola slvr that is not operating correctly?

Most phones usually take a few minutes before you can turn them on if the battery is drained completely while charging. However if it continues to stay that way for the entire duration of the charge then there might be a problem with the battery. It might be past it's prime if you have been using the phone for a couple of years & might be taking longer to charge. Take out the battery & clean the terminals. Replace it with a new one if you can. The next time you buy a battery, remember that it will last longer if you discharge it completely & then recharge it. Also try to avoid using the phone while it is being charged.
 
My motorola slvr is connected to the charger and the screen says that battery is charging, however, I am not able to power the phone onwhile it is charging, and I usually can. Could this be the charger, the phone, or the battery?
