Putting out warrants instead of arresting and giving court dates?

Why is it in certain situations when a criminal is wanted for something (like if they steal at a store but get away and are identified later)
a warrant is put out for them but if police know where they live they dont go and arrest them ? If just a warrant is put out does that mean they have a court date and got charged with a crime or they dont get charged until they are picked up on the warrant ? would the warrant come up when they get stopped in their car ? also do the courts keep records of warrants same way that police do , in their system , so if person wanted to know they had warrants went and asked courts would tell them ? And if one of those criminals was already on probation and had a new warrant out for them wouldnt the police contact the persons probation officer and have them take care of it ?
