One would have thought that America would have learned what its like having a missile base on their doorstep from the Cuba crisis, but no now they want to do exactly the same thing against the Russians and now wonder why the Russians are concerned. Do they ever learn ?

Such cold war scenerio has been well planned, pushed and calculated by GWB to organize another round of Cold War to shift American's focus to oversea crisis instead of domestic great depression so he can get off the hook.
 
Since the invention of ICBMs and SLBMs, Russia has zero need to station nuclear weapons near the USA and excellent reasons not to. So no, not going to happen. The 20th century is over and isn't coming back.
 
What would be the point?

If you want missiles close to the US just deploy Ballistic Missile Subs off the coast. They are harder to find AND they move All the time.
