Puppy is aggressively biting family members and lunging at bikes/joggers/strangers?

We took him to a dog class at Petsmart; the instructor offered no solution besides "distracting him with a treat". This is getting serious. How can I effectively punish or teach my puppy to stop biting and lunging? He is very, very, very, very stubborn and I don't know If I have the patience or the time to put up with his shenanigans. Any other pet classes out there that are better than petsmart? So far i have tried the spray bottle, growling, shouting, yelping, isolation, and pinning him down until he stops. We have plenty of toys and rawhides for him to chew on. I take him on 1 hour walks around the lake. Sometimes I am able to fit in 2 or 3 hours of walking ( different sessions of course) but the problem still persists. I use to make him exert all his energy so he would go to sleep but I dont have the time to do that anymore. Any solutions to the biting and lunging? I dont want to give him up or put him down.
