1993 Honda Accord: I have a weird noise in the engine compartment behind the steering wheel. When I first start up the car and afterward as I drive about every 15 minutes or so I keep hearing a pump like buzz sound that lasts about a second and it slightly dims my headlights. My mechanic thinks it could be an air pump for a California car but it is totally an East coast car.
