Publishers Clearing House Prize?

Some man named Will Cooper called my house today and told me I won 3 million dollars and he is from Publishers Clearing House. Usually, they come to your door and give you the prize. Is he a scammer? can I sue him?
 
Yes. Tell him "Come deliver it if I've actually won that much". If they say you have to come deliver it, say "Too bad, I'll give you some of it if you come and deliver it to me." If he asks for your address, do not give it to him. He is a con-artist. Do not give him any personal information.
