As part of civic participation what about with permission of the author publishing the manuscripts tor says can not vouch for acceptence . in literacy magazines. this way risk of sending to tor publisher negated. also how about publishing science fiction and fantasy in literacy magazines insttead of tor books to take some of that overfllow tor books claims?
