Some were getting 8, some 16. Some supposedly didn't know their exact shipment at the time and did 16 (non guaranteed) preorders.

They are. Which is part of the reason i dint bother getting one. They fucked over a few friends with the 360 release by having them wait a month or two after launch because they couldnt cover all the preorders, fuck that. I'll guarantee my PS3 myself.
